Chambers Manager (ODPP)
Job Description
The Chambers Manager partners with the Office of the Director of Public Prosecutions (DPP) and plays a critical role in strategic and operational planning to ensure the efficient operations of the Law Chambers/Office of the Director of Public Prosecutions. The Manager is responsible for developing policies and procedures to improve the operations of the Office of the Director of Public Prosecutions, including, budgeting and financial management, manpower planning, staff management and development, records management, ICT development and implementation, and performance management.
Duties and Responsibilities
- Partners with the DPP, Senior Attorneys, other legal officers, and stakeholders to engage in strategic planning in accordance with the strategic direction of the Office of the DPP.
- Takes the lead in planning and implementation of initiatives as approved by the DPP and Senior Legal Officers.
- Works with the team to inform and formulate policies and procedures to guide the work of the Office of the DPP.
- Ensures that documented processes and workflows of the Office of the DPP are modernized and in keeping with the law and appropriate and applicable public service regulations.
- Directs the work of professionals, technical, and administrative personnel, and is accountable for the smooth functioning of the Office of the DPP.
- Engages in planning, budgeting, financial management, needs assessments, and staff management and development.
- Leads the management team in organizational development and change initiatives to ensure continuous development and operational improvements, in the areas of human resources, ICT, and specialized records management.
- Develops long-range plans and programmes to improve the operations of the Office of the DPP.
- Works with staff to ensure the smooth functioning of the Office of the DPP.
- Provides direction to DPP in the preparation of budgetary estimates and subsequent administration of budgetary allocations.
- Procures goods and services in keeping with the Public Procurement and Disposal of Public Property Act and the procedures of the Office of the Attorney General.
- Works with the Human Resource Manager to conduct needs assessment, inform strategies to recruit and select, manage, and retain the human resources for the Office.
- Ensures that the needs for the recruitment of legal officers are brought to the attention of the Judicial and Legal Service Commission.
- Engages the Chambers/ Department Records Manager to ensure the development of sound records management policies and procedures, processes, and workflows, and the implementation of same for both hardcopy and digital records management.
- Works with the ICT Director to ensure the needs of the Office of the DPP are assessed, and the necessary infrastructure and ICT solutions redundancy and security are developed, documented, and implemented to support the work of the Office of the DPP.
- Collaborates with the DPP and other stakeholders, and establishes performance standards within the context of the Office, and monitors same to determine whether standards are being maintained.
- Evaluates staff performance, counsels, and takes disciplinary actions, if necessary, in keeping with relevant policies and procedures.
- Provides statistical information and analytical reports on the operations of the Office.
- Conducts negotiations with external agencies that are consistent with Government’s policy and the Office of the DPP are in keeping with the procedures and policies of the Office of the Attorney General.
- Ensures the interest or the independence of the Office of the DPP and the Office of the Attorney General are not compromised through administrative action.
- Establishes and maintains relationships and acts as the liaison with internal and external stakeholders to progress the work of the Office.
- Communicates and provides information to internal and external stakeholders, as required.
- Delegates the appropriate level of decision-making ability to different levels of staff.
- Ensures the Office of the DPP’s Annual Report is developed and completed.
- Attends meetings, chairs, and sits on Committees, as required.
- Performs related duties as may be required.
Knowledge
- A good understanding of the Criminal justice system and key pieces of legislation that impact the operations of the Office of the DPP.
- Knowledge of case management.
- Strong knowledge of HR, ICT, and records management comprehension.
- Extensive knowledge and know-how in organizational development and change management.
- Good knowledge of public service policies, rules, and regulations.

Experience and Training
- A Bachelor’s degree in Management, Social Sciences, Law, Public Administration, Arts, or a related field from a recognised University.
- A Post Graduate qualification in Management, Public Administration, Human Resource, Law, or relevant Social Science from a recognised University.
- At least ten (10) years’ extensive experience at a senior management level in Business Administration, Public Administration, or a relevant field.
- Any other equivalent combination of training and experience will be considered.
